Flow versus time for Golden Falls dam

Does anyone know whether the ESB are generating from the Golden Falls power station? Forecasted flow has been 3 m³/s for the last week or two. However actual flow is tabulated at 2 m³/s. There's a discrepancy between these values and what's shown on the graph, due to an issue with the vertical scale. Forecasted flows are "estimates", so either the actual flows were less than what was forecast, or the estimated values were for peak releases during a "flood", with lower flow rates the rest of the time. The graph shows "Total Average Daily Golden Falls Flow", but this appears to be averaged over a day, as the flow rate is in seconds. In other words, they measure flow maybe every so many minutes, integrate the result to get total volume over the day, and then divide by the number of seconds in a day to get an average per second flow. I'm guessing that's what they do, but the title of the graph is confusing as it's not "Total" in the sense of being a graph of cumulative flow per day in cubic metres.
I suggested to the ESB some years ago that they put sirens along the river as far as Newbridge and beyond, power them with solar panels and interlink them with low power radio. There was an incident years maybe 15 ago when a teenager was drowned in Athgarvan when the flood rose. However they said that releases were mostly at night and sirens going off would disturb people's sleep.
